Officials with evaluation-review opportunity:
distinct officials with at least one role credential classified as evaluation-review candidate/high priority.
Certified role credentials:
number of certified official-role credential records, not number of people.
Hosted sessions:
number of configured SCAR hosted sessions in the planning season.
Capability requiring attention:
descriptive prioritization based on historical concentration plus available development pipeline. It is not a regulatory minimum or composite risk score.
Immediate development queue:
officials nearest to an actionable evaluation review, ordered by readiness, evaluations remaining, historical experience and stable ID.

Interpretation
This is decision support, not a staffing guarantee. Certification gains are scenario outcomes based on the two assumptions above. Historical concentration remains historical evidence until future meet participation is actually observed.

- Grid assignment = experience evidence; it does not prove evaluation.
- Evaluation-review status identifies a candidate for COC/Competition Coordinator review; it does not authorize an evaluation.
- A planned evaluation is not a successful evaluation.
- Synthetic bundled data are a software test fixture and are not findings about SCAR.
- Level IV, Level V, Referee and Competition Coordinator status are not automatically awarded by this application.

certified officials observed at least twice in that role. This is a SCAR analytical indicator, not a governing-body definition.

Role_Participating / Certified_Headcount.
Reliable_Depth_Rate:
Role_Reliable / Certified_Headcount.
Absence from loaded historical grids does not prove that an official is inactive.

Foundation_Complete:
explicit REMS registration + Intro clinic + Safety Marshal clinic evidence.
L1_Complete:
foundation complete plus Timekeeper certification in this operational reconstruction.
L2_Complete:
Level I gate + IT + JS + at least one optional Level II credential.
L3_Role_Requirement_Complete:
Level II plus four optional Level II credentials total. Full Level III completion also requires all clinics and Para e-learning.
CR/CJE Joint Credential:
both clinics, at least one Chief Recorder evaluation, and at least two total CR/CJE evaluations.
Reported_Level is retained for comparison but is not substituted for missing pathway evidence.

Sessions:
configured hosted sessions for the meet.
Standard_Sessions / Finals:
counts derived from configured Session_Type.
Planned_Evaluation_Sessions:
STANDARD sessions under the current SCAR planning rule.
Finals remain experience-eligible. Routine evaluations are not planned in Finals by default. This is a SCAR operating assumption, not a Swim Ontario prohibition.

HHI:
sum of squared individual assignment shares.
Equivalent_Active_Officials:
1 / HHI; the equally-utilized-official equivalent of the observed concentration.
These are workload-concentration measures. They are not certification requirements or staffing minimums.
Senior officiating capacity
Level III+ planning gaps
Planning indicators only; no Level IV/V, Referee or CC status is auto-awarded.
About this view / limitations
Senior Capability is a monitoring view. It uses reported level, historical Referee experience, clinic evidence and clinic-instruction indicators.
The application does not automatically award Level IV, Level V, Referee or Competition Coordinator status because those pathways include external review/approval and experience requirements beyond this model.

Deck_Role:
actual source deck role used for the assignment; important for the CR/CJE joint credential.
Hard planning constraints include availability, one simultaneous assignment per person/session, configured role development capacity, training status and Finals evaluation rule.
The plan prioritizes actionable evaluation review and useful pipeline development. It does not assert that the Competition Coordinator has approved an evaluation.
Downloaded CSV is a planning artifact, not a completed officials grid.

Availability_Profile:
derived from session-level availability: Working Day + Weekend, Working Day Only, Weekend Only, or Unavailable.
Working Day:
Friday sessions in the configured hosted-meet calendar. Weekend means Saturday/Sunday.
Season_Feasibility:
descriptive planning classification based on remaining credential gaps, training status, available sessions and whether the current plan contains a feasible hosted-meet opportunity.
Individual pathway roadmap:
uses a fixed role order and fixed milestone axis for every official. Each role also displays the intended number of volunteering assignments and the meet, day, session, and whether the assignment is development experience or an evaluation candidate.
Evaluation-review targets remain conditional on COC/Competition Coordinator judgment. Availability categories summarize the underlying session-level availability and do not replace it.
